154567 - Technical Progress in Chinese Standard of Classification on Hazard of Medium in Pressure Equipment
Abstract:
According to “Supervision Regulation on Safety Technology for Stationary Pressure Vessel” (TSG 21-2016), the classification for categories of pressure vessels is determined by design pressure, volume and medium groups. Mediums are classified into two groups depending on the hazard classification of the chemicals. The first medium group includes chemicals with toxicity of extremely hazard or highly hazard, explosive mediums and liquefied gases, while the rest mediums belong to the second group. Furthermore, the compatibility with chemicals shall be considered when selecting materials for pressure vessels. The welding, heat treatment and nondestructive testing during construction are relevant to the hazard classification of chemicals containing in the pressure vessel. Therefore, understanding the hazards of chemicals involved in industrial processes is critically important for design, construction and safe operation of pressure vessels. The GHS (Globally Harmonized System) provides criteria for the classification of health, physical and environmental hazards of chemicals, as well as specifying what information should be included on labels of hazardous chemicals as well as safety data sheets. Be different from GHS, the hazardous degrees of the toxic and explosive chemical are determined by a chemical industry standard named “Classification for Toxicity and Explosiveness of Chemical Medium in Pressure Vessels” (HG/T 20660-2000) in China, which adopts the synthetically classification method for hazards of occupational exposure to toxicant in GB 5044 (national standard). HG/T 20660 was revised in 2017 based on “Classification for hazards of occupational exposure to toxicant” (GBZ/T 230-2010). Due to the increase in the degree of toxicity hazard of some media, new problems have been brought to the construction of pressure vessels, and the construction cost has risen significantly. Pressure vessels are mostly built outdoors. There will be no leakage under normal operating conditions. The adoption of classification for hazards of occupational exposure to toxicant in the construction and management of pressure vessels is relatively conservative. In order to solve the problems caused by the application of HG/T 20660-2017, a new national standard named “Guidelines for classification on hazard of medium in pressure equipment" (GB/T 42594-2023) issued last year. In this paper, the requirements of design, construction and management of pressure vessels containing hazard chemicals are summarized. The concept and main content of GB/T 42594-2023 are introduced, including the mainly hazard classification of chemicals, as well as the analysis of the compatibility between materials and chemicals. Finally, the differences of the hazard classification in HG/T 20660, GB/T 42594 and GHS are compared and analyzed.
