156169 - Risk Evaluations in Plant Systems Design
Abstract:
The ASME PSD-1 Standard under development provides requirements and guidance for design processes, methodologies, and tools that will enable designers to provide safer and more efficient designs through quantified risk assessments and evaluations. Risk evaluations include hazard identification and evaluation of associated undesired event sequences, including likelihoods and consequences. Evaluations are included to address both health, safety, and environmental (HSE) risks as well as production risks. HSE and production risks include the unavailability of structures, systems, and components (SSCs) designed to prevent or preclude either hazardous safety events, production loss events, or both.. An SSC can be unavailable due to involuntary sources such as component starting/running failures (reliability aspect); or the SSC can be unavailable from a voluntary source such as planned inspection, testing, or maintenance. SSCs are evaluated and those applicable events that could make them unavailable to perform their safety and production functions are characterized. Both HSE and production risks are compared to established HSE and production objectives or goals. In cases where the objectives or targets are not met, recommendations for additional barriers to mitigate or avoid undesired events are identified to the responsible design organization. The final output of these risk evaluation activities is a listing of system/component availability targets that are key inputs to design. This paper describes the functional level design approach and the structure of the PSD-1 requirements and guidance. The outcome of the probabilistic analysis is fed back into the system and structures level analyses in an iterative process to verify that the originating HSE and production goals continue to be met as the design matures to the operations phase.
