61727 - Application and Limitation of Safety Valves Inspection Codes in China 

Safety valve is an important device to protect system by relieving pressure in oil refining and chemical equipment. US API576, API510 specifications and Chinese petrochemical industry respectively specify that its inspection interval is not more than 10 years and is generally 3-5 years, while corresponding inspection interval specified in the “Safety Technical Supervision Regulations for Safety Valves”(TSG ZF001-2006) in China is only 1 year, which thus results in the inconsistency between the inspection interval and the maintenance interval. This study first analyzed and compared the difference of regulations and standards about safety valve in domestic and foreign, and then make the comprehensive investigation of utilization management and delay conditions in typical domestic oil refining and chemical enterprises. Besides, the failure situation and risk level are analyzed and studied by sorting and statistics of 44692 safety valve engineering application data in oil refining and chemical plant based on RBI technology. The RBI analysis results indicated the accident appearance probability caused by safety valve is less than 0.01% and the proportion of high-risk safety valve is less than 1%. Finally, this investigation demonstrated the limitations in the application and delay conditions of TSG ZF001-2006 and suggested that the code about safety valve should be revised based on RBI method.
